It is hilarious, but neither of those gentlemen are Scottish. The main presenter is from Northern Ireland and Guy Martin is very English (i.e. he's an eccentric who drinks a lot of tea). The other expert commentators are also English.

I think he's from Lancashire in the North-West of England. Not Manchester or Liverpool, but just north of there.

ah - had a former coworker from Manchester - she was almost unintelligible some times. Pretty thick accent.
My daughter was just asking me why England has so many accents for being a relatively small area. I'll have to show her this clip.
